After taking a five year hiatus, the Billboard Music Awards is making its return, and some of the biggest acts on the charts will be on hand to welcome it back.The event honors artists who've appeared on the Billboard charts in the past year, with winners being determined by sales, airplay, touring, streaming and social interactions on MySpace, Facebook and other popular online music sites.
